Regulations of the IHSC
The International Higher Scientific Council (IHSC), as an association of scientists from around the world, has been granted state registration by the Ministry of Justice of the Russian Federation (Decision on State Registration adopted on 25 June 2015, Main Directorate of the Ministry of Justice of the Russian Federation for St Petersburg, entry in the Unified State Register of Legal Entities on 1 July 2015, State Registration Number 1157800003173, St Petersburg Registration Number 7814060552).
The International Higher Academic Council (IHAC) is the sole successor to the Intergovernmental Higher Academic Council (IHAC), which existed from 12 November 2007 to 1 July 2015, with all its accreditation rights and privileges.
The International Higher Scientific Council (IHSC) carries out its diverse activities in conjunction with the International University of Fundamental Education (IUF) and is the world’s first and only permanently operating comprehensive and qualifying scientific institution, which is multifunctional in its aims and objectives. The IAC is internationally accredited. The IAC addresses issues of international importance (both theoretical and practical) that are of intergovernmental significance. The IAC comprises scientists of international standing. The ISU trains high-calibre international scientific and managerial personnel, as well as unique specialists in various fields of science and scientifically significant activities. Such specialists, like those who train them, are of global value.
The MVUS has a multi-tiered systemic and organisational structure:
1. The Presidium of the MVUS (headed by the President)
2. The Joint Academic Council (in conjunction with the MUFO)
3. Specialised Academic Councils
4. The Expert Council (by agreement)
5. Group of academic supervisors and academic advisers (by agreement)
6. Secretariats at various levels
The Academic Councils at all levels and the group of academic supervisors and academic advisers comprise both domestic and foreign academics.
The MVUS carries out preliminary work with candidates from various countries around the world for international academic degrees (Bachelor’s, Master’s, Doctorate, Grand Doctorate) to assist candidates in preparing their theses for defence at an IASU session, organises the entire defence process, and awards academic degrees and academic titles for outstanding achievements (Professor, Full Professor). All candidates for any international academic degree must hold a higher education qualification.
The International Academic Council sets the following requirements for candidates:
Bachelor’s degree — a tangible demonstration of aptitude for academic work.
Master’s degree — independent research into a specific academic problem.
Doctorate — a theoretical and practical solution to a significant academic problem.
Grand Doctor — the proposal and justification of a new direction in a specific field of science, of theoretical and practical significance.
A Candidate of Sciences is entitled to apply for a Doctor of Philosophy degree in a specific field of science and scientifically significant activity; a Doctor of Sciences is entitled to apply for a Grand Doctor of Philosophy degree in a specific field of science and scientifically significant activity.
Criteria for scientific rigour and scientifically significant activity adopted by the International Academy of Sciences.
The search for, identification, comprehension and explanation of the true nature of real phenomena, based on actual rather than hypothetically constructed facts.
The systematic nature of the propositions put forward and proven, and the facts cited and analysed; the reliability of the conclusions drawn; their correspondence to reality at the present time and in the future.
The theoretical and practical significance of diverse material drawn upon for the first time in the research, and explained and applied in a novel way.
The theoretical and practical positive effectiveness of the work carried out, taking into account the possibility of its negative reinterpretation and application.
The specific application of the criteria is determined by the level and nature of the thesis submitted by the candidate for an international academic degree.
The candidate for an International Academic Degree defends a specially written thesis at a meeting of the International Academic Degree Committee in accordance with the existing rules for its formatting.
In exceptional cases (undisputed scientific authority, advanced age, health conditions, genuine difficulties in writing the thesis, etc.) the defence for the International Academic Degree of Grand Doctor of Philosophy and Doctor of Philosophy in a specific discipline and scientifically significant activity may take place on the basis of the candidate’s body of work already published in academic journals and recognised by specialists, both domestic and international.
An abstract of the thesis and an abstract of the body of work must be submitted to the Higher Attestation Commission simultaneously with the thesis itself for the award of the academic degrees of Grand Doctor and Doctor of Philosophy in a specific discipline and for scientifically significant work.
A thesis of any level is admitted for defence by the Expert Council on the basis of decisions by specialised academic councils, which have previously reviewed the thesis and abstract.
Members of the Expert Council and specialised academic councils form part of the Joint Academic Council within the MVUS.
The thesis is accompanied by a review from the academic supervisor and academic advisor.
The defence of the thesis takes place no earlier than 10 days after it has been admitted for defence, so that members of the Joint Academic Council within the MVUS and all interested parties may familiarise themselves with the text of the thesis and its abstract in advance.
In the International Diplomas for the award of any academic degree issued by the MVUS, ‘Philosophy’
(Bachelor, Master, Doctor, Grand Doctor of Philosophy in a specific field of science and scientifically significant activity), which emphasises the fundamental novelty of the work proposed and defended by the candidates. Theses of any level submitted to and defended at the International Scientific Council must be of both theoretical and practical significance.
The MVUS has the right to award the international academic titles of Professor and Full Professor. The degrees and titles awarded by the MVUS are recognised in more than 150 countries worldwide.
The MVUS awards the international academic degrees of Doctor and Grand Doctor of Philosophy to outstanding public, political, cultural and state figures who have made a significant contribution to the development of global science and culture, and to the strengthening of security and peace on our planet.
The International Higher Attestation Commission (IHAC) is structurally and functionally part of the IHAC, as the IHAC conducts thesis defences and simultaneously issues the corresponding international diplomas.
The IHAC provides scientific guidance to specialised scientific laboratories and centres as they are established.
The MVUS has the right to independently implement and propose various scientific programmes (taking into account their practical value and real cost) to clients interested in such programmes (universities, scientific institutions, etc.). In the event of their acceptance and approval, it coordinates the actual implementation and subsequent application of the programmes.
Members of the MVUS engage in individual and collective scientific and scientifically significant activities. In the course of its activities, the IWAS produces its own specialist publications with the participation of foreign scientists: these include periodicals (scientific journals, scientific almanacs) and thematic collections; monographs and publications are produced in various languages, in both printed and electronic formats. The MVUS organises and holds various international (world) congresses, conferences, etc.
The ISSC may have regional branches (Small Scientific Councils) in various states and cities within a single country and in different countries around the world.
The specific composition of the ISSC will be determined based on proposals and recommendations received from government bodies and public organisations of various levels and types from different countries around the world.
The academic degrees of Grand Doctor of Philosophy, Doctor of Philosophy, Master of
and Bachelor of Philosophy in a specific discipline and for scientifically significant work are awarded in accordance with the WUS Nomenclature.
The academic titles of Professor and Full Professor are also conferred in accordance with the IUSU Nomenclature.
Applicants for academic degrees and titles may be citizens of Russia as well as foreign states.
Academics who have obtained an international degree can reach a qualitatively new level in their own country and in other countries that recognise the IUSU. Academic degrees and titles awarded by the MVUS are recognised by the world’s leading universities.
Only the United Academic Council within the MVUS structure has the right to issue the relevant international diplomas.
The MVUS issues an International Scholar’s Passport to the world’s outstanding scholars.
This provision may be supplemented and clarified. I assume full responsibility for its implementation.
